 As I expected, the pypi-mirror only downloads one version that meets the
 requirements. This does not quite fit what we would want. We need to
 support multiple versions of Twisted and need to be able to download new
 versions easily.

 pip provides a `--download` option and pypi-mirror appears to be a wrapper
 around that. Because pypi-mirror does not appear to fit our needs and
 devpi is an active proxy I think we might need to make our own.
