 It looks like the process is the following:

 * stop the jail on vm1
 * issue `ezjail-admin archive ...` to get an archive
 * move the archive to corresponding service host
 * issue `ezjail-admin create -a ... <the same params as on vm1>` on the
 corresponding service host
 * start the jail on the corresponding service host
 * move the jail definition to the correct `host-service?.yml` in
 `buildbot-infra`
