Comment (by dustin):

 The NS and SOA records suggest it *is* delegated.  The RTEMS servers could
 further sub-delegate `224-255.128-255.10.211.140.in-addr.arpa` to ours
 (http://www.indelible.org/ink/classless/).  But parsing an axfr and
 importing it into the zonefiles on the RTEMS servers is fine by me, too.
