 This seems pretty superficial and has the potential to cause a lot of
 headache on upgrade.  However, the config filename is specified in the
 `buildbot.tac` file.  What if we just changed things in nine so that *new*
 `buildbot.tac` files point to `master-cfg.py`?

 I suppose that might cause problems for users who do deployments via
 'buildbot create-master', though.  Thoughts?
