 Upgrade appears to have gone without a hitch.  I eventually rebooted
 firewall1
 which fixed the problems with firewall2.

 I don't know what the problem was exactly.  My best guess it was a bug in
 the OS
 that wasn't expressing itself in a detectable way.  I looked at every
 aspect of
 the network and saw nothing wrong.  Unfortunately some of the debugging is
 pointless if the OS isn't providing any indication of an issue.

 The bug may appear again if it does I will continue my investigation for
 now all
 our network troubles 'should' be solved.
