 In a large deployment, the Buildbot masters serving the web frontend will
 be read-only, and only run the web UI.  Yet we want users to be able to
 force builds on those masters.

 This requires some kind of bi-direction communication between the web
 frontend master and the master running the force scheduler, as the web
 frontend needs to know the parameters for the force scheduler.
