New description:

 The existing status system served two purposes: plugins were handled as
 twisted services, and fed status information.  The latter is now taken
 care of by the data API, but we need a replacement for the former --
 something like `c['services']`.  Those services can then be reconfigured,
 subscribe to the data API, or whatever.  Amusingly, tihs came up way back
 when in #194.

 This will be required for #2648.
