 In Debian, we have a new test failure building buildbot 0.8.9, and I've
 just verified that the same failure occurs with 0.8.12.  Here's the Debian
 bug page:

 Note that you've already fixed the assert_called failure.

 In further investigation, I stepped through this test and found that
 step._step_status.setText() was actually called with 'finished', the same
 as test_updateSummary_finished_empty_dict.  I don't know whether this is a
 bug in Debian specifically, or a problem with the test.
