 *Developers* shouldn't -- but automation should, because otherwise it
 gives contributors false negatives.  Developers should also remember they
 have the flaky tests enabled -- it took me a while to figure that out in
 this bug.

 Do you see the issue here?  I've made a little bit more progress but not
 quite tracked it down.  If you're on the trail, I'll stop.
