 In trying to figure out what determines the `install_lib`, I thought
 perhaps it was 2.6's distutils.  But running `python setup.py build_wheel`
 with my own system's python2.6 succeeded (it used the expected
 `build/lib`).  So I don't know what component differs in the environment
 on the buildslave.
