 I wonder what would be the best interface for that.  The options I see
 are:

  * horizons: delete builders which have no active master and no builds
  * immediate disappearance: if there are no active masters with a builder
 configured, it disappears
  * command-line cleanup: `buildbot delete-builder XXX`
  * web UI: administrators can delete builders from the web UI

 I'm not sure which of these options is best..
