Comment:

 The "Owners" team in the Buildbot org on Github is now exactly the list of
 botherders.

 All botherders have TRAC_ADMIN permissions.

 Tom Prince, Pierre Tardy, and I have "Owner" roles for buildbot, buildbot-
 slave, and buildbot-www on pypi.  I'll need to get ID's for the remainder.

 I updated readthedocs.org, but need some IDs there as well.

 I wrote up ChangingBotherdersChecklist so we can keep track of who has
 what access.
