 I can work on this at some point, but it should be possible for someone
 else to look at the metabbotcfg repo
 (https://github.com/buildbot/metabbotcfg/) and figure out a way to make
 the VirtualenvSetup step
 (https://github.com/buildbot/metabbotcfg/blob/master/builders.py#L26) work
 on Windows.
