 When writing tools independent of the repository, it would be nice for the
 change hooks to be re-used but to specify extra properties.

 For example, a tool to force buildbot to do a clean re-build of a change
 that is normally built incrementally.

 For example, the JSON webhooks could recognize a
 ['buildbot']['properties'] key that is passed on when generating the
 changesource.
