 Currently BadContent reg-exps blacklists doesn't help with one spammer,
 here is what monitoring page says:

 I suggest to increase weight of reg-exps, so that even if spammer enters
 CAPTCHA and has active session it's still shouldn't be able to post (say
 set RegexFilterStrategy to 12).
