 Yes, sorry I meant builders, not schedulers.

 Just because two users are doing the same general thing, doesn't mean it
 should be in core, especially as a completely new concept -- the cost in
 additional code complexity, especially when the feature is patched to make
 it useful to more people, is too high.

 We can provide tools to make existing features more generally useful.  For
 example, a tool that filters based on values in slave_info.

 I don't know what you mean about dynamic subsets, and I don't know what
 Multi-OS Travis is (or what it has to do with Buildbot.. Travis isn't
 running Buildbot, AFAIK).
