I think I understand most of what you said, except for one part:

Do you mean set this up outside of buildbot?

Or do you mean set up a periodic scheduler, which triggers a special
build, and one of the steps in that build would be to check for tags
and then perform subsequent steps to do the work for any new tags
found (and track state of which were already built previously, etc.)?

Or something else?
