I would post to the devel list and see if anyone has tried the version of 
sqlalchemy-migrate you are trying to use.

As a test I would also downgrade to see if that fixes the problem.

If the problem is an incompatibility with 0.10 please open a ticket at 
https://trac.buildbot.net/
