My indlination is toward #2.  While picking a random buildslave is not that
bad, I do not really see a reason to do #1 if no buildslave qualify.

On a slightly unrelated note, in my experience (not with Buildbot) the
information about the load is usually already dated by the time it's used to
make a decision.
