Do you have a Scheduler that watches for SVN checkins to trigger a Builder?
The SingleBranchScheduler is probably what you need:
http://docs.buildbot.net/0.8.7p1/manual/cfg-schedulers.html#sched-SingleBranchScheduler
There is an example there.
Or do you already have this but it's still not working?
